The Minister

Hon. Paula Ingabire

Minister of ICT & Innovation 

Minister Ingabire has headed the Ministry since 2018. Prior to her appointment, she served as Head of the ICT Business Development Department at the Rwanda Development Board and as Coordinator of the Kigali Innovation City Project. Minister Ingabire also worked as coordinator of Smart Africa, an initiative that seeks to leverage broadband infrastructure to drive Africa’s socio-economic growth.

She is a graduate of the Massachusetts Institute of Technology’s School of Engineering & the Sloan School of Management, in System Design and Management and holds a BSc in Computer Engineering and Information Technology from the University of Rwanda College of Science & Technology (formerly the Kigali Institute of Science and Technology). 

Minister of State

Hon. Yves Iradukunda

Minister of State 

Hon. Iradukunda joined the public service in 2020, serving as the Ministry's Permanent Secretary until 2025. Prior to this appointment, he was at the Allan & Gill Gray Philanthropy (AGGP) where he served as the Rwanda Country Director. Prior to AGGP, he was a Senior Director at MASS Design Group, a global design firm with offices in the U.S. and Kigali. His role at MASS included oversight of operations across global offices and the coordination of design and construction projects.

Iradukunda has a passion for entrepreneurial innovation; he launched his career working with Bridge2Rwanda as a professional career advisor with a focus on talent development and placement, coaching and counseling scholars with regards to their personal growth and careers. At the same time, he helped launch and manage a startup and other youth initiatives. Iradukunda is an alumnus of the African Leadership University School of Business where he earned an MBA degree. He also holds a BSc in Mathematics and Computer Science from Oklahoma Christian University. 

Permanent Secretary

Eraste Rurangwa

Permanent Secretary  

Mr. Rurangwa was appointed Permanent Secretary at the Ministry in September 2025. Prior to this role, he served at the National Cyber Security Authority (NCSA) for over four years, where he was the Acting Head of the Data Protection and Privacy Office (DPO) and Rwanda’s Country Focal Point for the ITU Global Cybersecurity Index (GCI). He also served as a member of the ITU GCI Expert Group, contributing to global cybersecurity assessments and policy frameworks.

Before joining NCSA, Rurangwa worked successively as a Software Developer and Project Manager, and as Senior Software Engineer at WiredIn Rwanda. He began his career in software development with Rexvirt Communications in Tokyo, Japan, and previously held various roles in data management and coordination in Rwanda’s public and private sectors. Rurangwa holds a Master of Science in Information Systems from the Kobe Institute of Computing in Japan and a BSc in Electronics and Communication from Periyar University, India. He also earned a Postgraduate Diploma in Computer Applications from Arun Info Tech.
