About the Department
The Digital Transformation Directorate General focuses on sector policy orientation and interpretation on ICT and Skills development.
Key Achievements
In 2015, the Government approved the Smart Rwanda Master Plan (SRMP). This strategic plan towards building a knowledge-based economy focuses on digital transformation in seven key sectors: Governance, Education, Health, Finance, Gender and Youth mainstreaming, Trade and Industry, and Agriculture. In order to achieve this transformation, the strategy relies on three key enablers, namely ICT governance and management, digital talent development, and broadband for all through shared ICT infrastructure.
In 2018, following the rollout of 4G LTE to all districts, other noticeable broadband access initiatives started such as free WiFi deployment in buses and in public places.
As of 2024, Rwanda’s 4G internet has reached 96.6% population coverage. 58.3% of the total population has access to Internet and 86 % of them are subscribed to mobile cellular phone services. Mobile money subscribers have increased from 9,912,735 users in 2017 to 11,067,077 in 2018.
Through the “Irembo” platform (Government’s e-service portal), Rwandans can access 245 government services online via mobile devices and/or PCs, including Government to Citizen (G2C) and Government to Business (G2B) and Government to Government (G2G) services.
In 2025, the Government also rolled out pre-enrollment for its Single Digital ID (SDID). The initiative is set to streamline access to essential services, strengthen data security, and empower Rwandans with a secure, unified digital identity.
Acting Director General
Maurice Kajangwe Haesen
Acting Director General, Digital Transformation
Maurice Kajangwe Haesen is the Acting Director General of the Digital Transformation Directorate General, supporting Rwanda’s efforts to advance secure, inclusive, and effective digital transformation across government.
He is a technology and digital policy leader with over a decade of experience in information technology, cybersecurity, privacy, and data protection in the public sector. Prior to his current role, he served as Senior Technologist for Privacy and Data Protection and Senior Cybersecurity Engineer at the Ministry of ICT and Innovation, where he spearheaded national cybersecurity and data protection policies, strategies, and standards, while building strong partnerships with national and international stakeholders. Earlier in his career, he served as Network Manager at the Rwanda Cooperative Agency, focusing on digital infrastructure and stakeholder collaboration to strengthen digital resilience.
He holds a Master’s degree in Information Technology (First Class) from the University of Madras and a Bachelor’s degree in Electrical, Electronics and Communications Engineering (Distinction) from the National University of Rwanda. He also holds several professional certifications, including CISSP, CCNP, PMP, CEH, and PRINCE2.
